Hanoi is aiming for 47 million to 50.5 million tourist arrivals by 2030, with an accommodation expansion of at least 10,000 four- and five-star rooms planned to support growth. The municipal People’s Committee set out the goals in Plan No. 406/KH-UBND, issued on October 19 for implementation during 2026-2030.

The visitor target comprises international arrivals of 13-15 million and domestic arrivals of 34-35.5 million. The plan puts expected tourism revenue at ₫295-340 trillion, with the sector contributing around 7.5-8% of Hanoi’s gross regional domestic product.

Hanoi also wants national tourist area status for three sites. At least three villages specialising in traditional crafts, or ancient villages, are to be developed as destinations capable of competing internationally and regionally. The broader ambition is for Hanoi, Ho Chi Minh City and Da Nang to form Vietnam’s three principal tourism growth centres.

Duong Van Sau, an associate professor and doctor at the Hanoi University of Culture’s Faculty of Tourism, advocated connecting heritage attractions with performances, crafts, food, creative design and activities involving residents, rather than depending mainly on conventional sightseeing. Nguyen Tien Dat, Vice Chairman of the Hanoi Tourism Association, said lasting growth also required improved planning, distinctive offerings, dependable service standards and stronger destination branding.
