Thailand allows security checks of checked bags without passengers present
Inspections must be based on reasonable suspicion, recorded and followed by a notice left inside the luggage.

Airport security staff in Thailand can open checked luggage without its owner being present from 16 October 2026 if they reasonably suspect it contains explosives, dangerous goods or other prohibited items.
The Civil Aviation Authority of Thailand (CAAT) introduced the measure under baggage-screening regulations announced on 24 February 2026, according to The Nation Thailand. The authority said the policy aims to strengthen aviation security and prevent dangerous or banned goods from being carried on aircraft.
The rules do not give staff unrestricted permission to open bags. An inspection must have a security justification arising from screening findings or suspicions. Staff may confiscate prohibited items and take further action under applicable laws and security procedures.
Airport operators must establish procedures to document bags being opened. Inspections must be recorded, and staff must leave a notice inside the luggage informing the owner that a security check took place.
CAAT also urged passengers to check their luggage for prohibited or potentially dangerous items before departure.
