Indonesia leaves November domestic flight fuel surcharge limit unchanged
The cap remains at 40 per cent for November 2026, but airlines may apply a lower surcharge and the limit does not signal an equivalent fare increase.

Indonesia’s Transportation Ministry is keeping its November 2026 fuel surcharge limit at 40 per cent of each service category’s applicable fare ceiling for economy-class domestic flights. Director General of Civil Aviation Lukman F. Laisa said the limit sets the maximum surcharge airlines can levy, not a 40 per cent rise in ticket prices.
The decision leaves October 2026’s limit in place. Average jet fuel prices were Rp23,315 per litre on November 1, falling within the decree’s bracket above Rp21,950 and up to Rp25,900 per litre. Assessments draw on supplier-published average fuel prices and the brackets set by the decree.
Transportation Ministerial Decree No. KM 1041 of 2026 regulates the charge for scheduled domestic commercial flights carrying economy-class passengers. Laisa said tickets show the surcharge separately from the basic fare. The directorate said carriers can charge below the cap according to operating circumstances, commercial strategy and competition, subject to regulations.
Laisa said the ministry would keep checking how airlines apply surcharges and whether they observe fare rules. Carriers must also uphold the service standards associated with their categories, while applying surcharges within the prevailing fare ceiling.
